Two Busan discount passes, both priced at ₩15,000

The Ministry of Culture, Sports and Tourism and the Korea Tourism Organization began piloting the K-Tour Pass in Busan on October 1, exclusively for foreign tourists.
It bundles discounts for independent travelers heading to Busan and visiting local attractions.
It is not a general transport ticket for domestic tourists.

Pass 1 is a one-day route pass for travel to Busan.
Pass 2 is a period pass linked to discounts on purchasing a two-to-five-day Korail Pass.
Both cost ₩15,000.
The period pass price is not the price of the Korail Pass itself.
The press release does not specify its discount rate.

One visit to one attraction, not all 35 for free

The route pass offers up to 40% off one-way intercity transport fares to Busan, including rail and bus services.
Airport Railroad express train discounts are also offered, but the same 40% rate cannot be assumed.
Travelers should check the conditions for their route and product.

Travelers can choose one of 35 participating paid attractions in Busan for one free visit.
This is not an unlimited pass granting free admission to all 35.
Another 50 partner venues, including experiences, tourism businesses and cafés, offer additional discounts.
Attraction benefits are accessed using an admission barcode issued with the purchase.

At a full 40% discount, the break-even fare is ₩37,500

Consider recovering the pass price through transport savings alone.
If a 40% discount applies to the entire original one-way fare, with no separate discount cap or additional fee, the calculation is ₩15,000 ÷ 0.4 = ₩37,500.
At that fare, the transport saving equals the pass price.

Under the same assumptions, a ₩30,000 original fare saves ₩12,000, leaving a ₩3,000 shortfall against the pass price.
A ₩50,000 fare saves ₩20,000, yielding a net saving of ₩5,000 after the pass cost.
These are hypothetical examples, not quoted fares.
Without checking discount caps and eligibility conditions, they are not guaranteed results.
Adding the admission price of the chosen free attraction and partner discounts actually used can change the outcome.

Buying the pass and loading the card are separate

The pass is available through Klook and Hop & Hop (Webtour) apps and websites.
An optional physical card is issued free of charge at kiosks in Incheon, Gimpo and Gimhae international airports, and Seoul and Busan stations.
Loading Korean won onto it enables metro and city bus payments and debit-card-style purchases.

A free card does not mean free public transport or a free stored-value balance.
It can be loaded at the kiosks using Korean-won cash or an overseas credit card; online top-ups require an overseas credit card.
Before buying, compare the transport discount and attraction benefits you will actually use with the ₩15,000 pass cost.
